Every AI strategy has a shadow roadmap.

It is the work the organization quietly stopped funding.

I have seen transformation budgets discussed as if the new investment existed outside the rest of the company. It never does. Capital, engineering attention, and executive focus all come from somewhere.

The current numbers make the pressure visible. BetterCloud's 2026 survey found mid-market app counts jumped from 116 to 164 in a single year — a 41% increase — while only 56% of the apps in use carry IT approval. More than a third of the AI tools in those stacks are billed by token consumption rather than per seat, which means a line item that used to be predictable now moves with usage nobody is metering.

So the stack is growing, the spend is harder to forecast, and the integration work lands on the same teams as before. A credible AI plan should therefore include the negative roadmap: which legacy investment is reduced, which application is retired, which risk is accepted, which capacity is moved.

Without that, "AI priority" is not strategy. It is an unfunded promise added on top of everything else.

A strategic priority becomes real only when leadership can say what is no longer a priority.
